Title: Project Engineer/Manager


Position Summary – Project Engineer/Project Manager:
Experienced Engineer, Project Manager  who is capable of independent research, supervision of technicians and engineers as a Project Manager. As a Project Engineer/PM you will be responsible for ensuring the project management and engineering direction on complex telecommunications networking and construction projects.

Primary Duties and Responsibilities:

  • Work with the Engineering department, partner companies, contractors and customers to define the scope and coordinate the design, provisioning, installation, and commissioning of equipment solutions for FDOT, Federal/Defense, Municipal and Enterprise clients.
  • Identify and maintain external contractor and supplier networks for projects.
  • Serve as a main contact for all external equipment contractors and suppliers.
  • Work with sales to create proposals for new sales opportunities.
  • Manage and track all spending on projects to ensure they are done on budget and on time.
  • Contribute to equipment and network design innovation.
  • Support and enhance a culture of Environmental, Health, and Safety (EHS) excellence.
  • Domestic travel up to 40%, as required.
  • Other job duties, as assigned.


Education/Experience Requirements:

  • Bachelors of Science in Engineering, required. BSEE/BSCE or other technical degree.  Must have expert level knowledge of optical networking and or RF as well as telecom fundamentals.
  • A minimum of five years’ project engineering experience, including extensive client communications required.
  • Proficiency in Microsoft Outlook, Word, PowerPoint and Excel, required.
  • Proficiency with Microsoft Project or other related project management software, required.
  • Experience in domestic as well as International project management, preferred.
  • Experience in managing field technicians, engineers and vendors.


Skills and Competencies:

  • Excellent interpersonal, verbal and written communication skills.
  • Must possess excellent time management skills to help develop, prioritize and implement projects.
  • Adept with preparing realistic project estimates and budgets.

Title:  Sr. Network Engineer/Network Architect

Position Summary:

As a Network Engineer, you will be a key member of Waterleaf’s design and implementation project team with responsibilities to ensure quality designs and implementations that meet customer needs for both performance and operational continuity.

Primary Duties and Responsibilities:

  • Work with the sales and contracting team as a technical resource to evaluate project network technical requirements
  • Assist in bid development and RFP/RFI responses.
  • Design as the Network Architect, develop, implement and maintain network infrastructure;
  • Work with vendors; outside consultants, and select optimal data and voice communications components to meet client requirements.
  • Configure and install as necessary network equipment;
  • Develop and implement network security processes and procedures
  • Develop and implement troubleshooting and diagnostic procedures for solving network performance issues;
  • Develop and implement field service and maintenance procedures;
  • Produce realistic development and implementation budgets and schedules;
  • Contribute to equipment and network design innovation;
  • Stay current on new technology, product, and standards;

Education & Certification Requirements:
Bachelors of Science in Engineering, required. BSEE/BSCE or other technical degree.  Must have expert level knowledge of optical networking, routing, and IT infrastructure RF and voice experience a plus;

  • A minimum of seven years’ Network Engineering experience, including system design for MPLS WAN;
  • Proficiency in Microsoft office tools;
  • CCNA certification (current or can be obtained);
  • Nokia/ALU certification (current or can be obtained) networking equipment design and deployment experience highly desirable;
  • Competency with Microsoft OS and network configurations;
  • Experience in managing field technicians, engineers and vendors.
  • Experience with NMS/OSS/BSS integration, support and scaling


Skills and Competencies:

Title: Equipment Engineer

Position Summary:

As an Equipment Engineer you will be responsible planning and specifying all aspects associated with the installation of telecommunications and network equipment.  This includes hardware installations at telecommunications sites, data centers, military bases, and other governmental facilities.

Primary Duties and Responsibilities:


  • Conduct site visits of customer locations to determine installation requirements.
  • Design AC and DC electric circuits to feed electronic hardware
  • Determine grounding requirements for electronic hardware.
  • Determine cooling requirements for electronic hardware.
  • Identify mechanical means for installing network, radio, and antenna hardware.
  • Identify cabling routing and installation requirements.
  • Identify physical means to provide alarm notifications for network elements.
  • Determine Bill of Material (BOM) for parts required to complete projects.
  • Identify qualified vendors to source parts required for projects.
  • Manage requests for quoting of materials.
  • Track status and timelines for shipment of materials.
  • Develop Methods of Procedure (MOPs) for installation work required a project sites.
  • Develop and document standards for installation of electronic hardware.
  • Develop drawings to illustrate planned installation including floor plans and rack layouts.
  • Coordinate hardware equipment installation schedule with installer crews.
  • Inspect completed installation work and identify any follow up work necessary.
  • Document completed installations including updating as-built drawings, and databases.
  • Support and enhance a culture of Environmental, Health, and Safety (EHS) excellence.
  • Domestic travel up to 40%, as required.

Title: Project Administrator

Full time – salaried position

Location – remote based may need to travel to work sites as needed.

Waterleaf International and engineering, construction and science based defense and telecom contractor is seeking a FT Project Administrator to manage the administrative and various tasks surrounding the telecommunications and defense contracting groups at Waterleaf.  This position supports both senior management and the project engineers, project managers and directly liaises with clients, government agencies and vendors on a daily basis. Responsibilities:

Coordinate schedules for meetings, conference calls, bid due dates/RFI/RFP’s etc.  Manage vendor communications, client communications and support the senior managers as needed for engineering and project management administrative tasks.  Manage administrative and other functions as related to RFI/RFP responses, contract administration and liaison with billing, accounting, finance for the contract manager as well as Q&A functions.  Report writing, RFP/RFI organization, assist with HR and other groups as needed.

Skill sets:


Use of MS Office (Excel, Word, PPT), MS Project/Primavera or other project software, college level mathematics (statistics, algebra) or higher, excellent written and communication skills. Ability to multi-task and to heard cats while focused on key deliverables, never miss appointments, calls and keep our team focused on executing and delivering 100% satisfaction to our clients 100% of the time.  Knowledge of project management desired or the ability to learn GANNT/PERT and similar toolsets.  Fundamental knowledge of either or; Optical Networking, RF, Telecomm infrastructure, OSP/ISP, general construction, government contracting and the ability to learn on the job as an autodidact.

Minimum Qualifications:

BS/BA degree and 4 years experience as a Jr. PM or Project Admin or AA degree or equivalent and 7 years experience.  Fluent in English with a second language preferred. Spreadsheet capabilities for formulas/macros/pivot tables. Able to be sponsored for Secret or TS/SCI Clearance.

Desired Qualifications:

BSEE or other technical degree, 5+ years with MS Office and spreadsheet expertise. RFI/RFP response experience to Municipal/Federal/State contract opportunities.  Fundamental networking knowledge (TCPIP/Optical/RF/CyberSecurity).  Current Secret/TS/SCI.

  • Develop / design layouts of fiber optic networks to service residents and businesses.
  • Create splicing documents for fiber network design.

  • Generate construction documents for a design.
  • Utilize tools such as 3GIS, Vetro, Bentley or other fiber design tools for low level design.
